I think Google does pay attention to which links get clicked in the serps and after a while will start to prefer the ones that are clicked more often to the ones that are not. This is a good way to tell how relevant the results were.
However, I've also noticed that Google will tell me how many times I have clicked a link in the serps and when the last time I did it was. In other words, they track the IP of the person that clicks as well. No doubt your click (vote) only counts once.
