Some highly promoted directories, like Alive and Aviva, seem to be feeling the pinch as Google works to crack down on paid links.
Check out Google's "Approved List" of places you can advertise from.

I am not sure if I am missing something but I can't find that list.
Also, as someone commented in one discussion board, Google should realize that those businesses that are willing to put time and money to seek out those good directories then those are the ones that are serious about their business and Google should use these directories to help their search results rather than penalizing them.
The list is down at the bottom of the post. It's just a small list, more to give you the idea of the type of sites Google approves of. I don't think the list is anywhere near complete
